    A new city initiative announced Monday hopes to combat the leading cause of traffic collisions on Staten Island. Richmond County District Attorney Michael McMahon and city DOT officials announced the “Look Up! Phone Down!" initiative at the intersection of New Dorp Lane and Hylan Boulevard, which officials said is the borough’s most dangerous intersections in terms of the number of traffic collisions.
